In a Twitter Spaces Dragonflight Developer Roundtable with Ion Hazzikostas and Steve Danuser, hosted by Taliesin of Taliesin & Evitel, Ion Hazzikostas talked about the developers' perception to the reception of the Creation Catalyst. Ion mentions that they're satisfied with the Creation Catalyst and the possibility of obtaining tier sets via a variety of playstyles, although they want to avoid creating a specific system and/or currency just to create tier pieces moving forward in Dragonflight.
They want some sort of long-term solution for the creation of tier pieces, not specifically tied to a zone. The developer team is still figuring out how they want to create a similar system in Dragonflight, and an idea brought up by Ion was by using professions as a way to create tier sets — Like you obtain a Plate helm and want to convert that into a Tier helm, you would look for a skilled Blacksmith with a reagent to convert that helm into a tier piece for you.
Taliesin: Is there any kind of systems you thought really worked in Shadowlands that you want to move over into Dragonflight? People are thinking like, the Creation Catalyst, stuff like that.Ion: I think (the Creation Catalyst) that's one of them, although I think we probably don't want to get into the habit of having to reinvent a new «foozle» in every zone with some, you know, magical currency that's there just to craft tier sets or whatever from that tier. We're still figuring out exactly how this will work but I think that professions are actually probably a really good long term home for that sort of device.
