Within the MCU, there is no villain left alive who has negatively impacted the Winter Soldier’s life more than Baron Zemo–and while his escapades in the Marvel Cinematic Universe are truly villainous, his actions in Marvel Comics are infinitely worse.
Baron Zemo made his debut in the MCU in the film Captain America: Civil War. In the movie, Zemo orchestrates the downfall of the Avengers after their involvement in the death of his family and the destruction of his home country in the previous film Avengers: Age of Ultron. Using the fall of Hydra to his advantage, Zemo discovers the identity of the Winter Soldier as well as his connection to Captain America and frames Bucky Barnes in the murder of the King of Wakanda–effectively ruining Bucky’s life and forcing his friend, Captain America, to potentially throw his own life away to protect him. In the end, Zemo is captured, but the damage he caused to the Avengers was irreparable and ultimately led to Thanos’ victory in Avengers: Infinity War as they weren’t together as a team when he attacked. However, while Zemo’s actions were villainous, his goal was to enact vengeance on a group of superpowered people who were responsible for killing his family–something audiences could conceivably understand and sympathize with.
