Blizzard has posted their thoughts on double legendaries in Patch 9.2, covering upcoming changes to acquisition and why there's a delay in acquiring the double legendary at all! Quick summary:
Double Legendaries will no longer require Reputation to unlock the Legendary Belt, instead unlocking it automatically at the end of Chapter 7 The Memory of Unity pattern will still be account-wide and still require Revered reputation. This pattern allows you to craft the double legendary in any slot, so you'll still want to hit it eventually. When exactly does Chapter 7 unlock? We're not exactly sure, as Blizzard has not released a chapter unlock schedule of the Chapters but this is our best guess at the moment.
Week 1 (Cypher of First Ones unlocked): Chapters 1 through 3 Week 2 (Heroic Raid Unlocks): Chapter 4 Week 3 (Mythic Raid Unlocks): Chapter 5 (after Anduin is defeated) Week 4 (Week 2 Mythic): Chapter 6 Week 5 (Week 3 Mythic): Chapter 7It's possible that Chapter 7 could be paired with Chapter 6 since they approach a similar subject.

The Belt of Unity is moving from the Enlightened reputation and into the campaign quest for Zereth Mortis. The Memory of Unity is remaining on the Enlightened reputation vendor, and will remain an account-wide unlock like other Legendary Memories from Shadowlands, Read more on wowhead.com
