It's against Twitch's terms of service to make an account if you're under 13. Hell, it's against the terms of service to just use the platform under 13. Typing in chat? Don't even think about it. But it also turns out that joking about being under 13 is a bannable offence as many found out the hard way.
"You can't say 'I am 12' guys," streamer Toastie told their viewers (thanks, GamingBible). "I have seen people get banned for that in my own channel. If you say 'I am 12' and then go 'haha joke', there's a bot on Twitch that'll just ban you. So don't even."

Someone then typed "I am 12" into the chat, despite Toastie's warnings, and sure enough, they got permanently suspended. "No!" Toastie said. "All it takes is for someone to report you, and you're gone." That's exactly what happened. "I don't even know what to say," Toastie continued.
Amazon has a no-nonsense attitude when it comes to saying you're underage. If it finds out, you're gone - no questions asked. But the platform still has problems with bigotry and harassment whether it's from the community or other streamers. Dead by Daylight streamers had an issue where their IPs were being leaked on Twitch, leading to swat attacks, something that's still happening.
Meanwhile, JiDion was just permanently banned after inciting his followers to spam Pokimane's chat with abuse. What's more, another huge streamer - Ninja - stood up for him, calling Pokimane a "bitch." These are problems still occurring and many have highlighted how quick Amazon is to take action against underage users compared to the toxicity the platform faces on a daily basis.
