Gaining access to the necromancy ability is actually surprisingly easy as a simple book can be discovered during the «Necromancy, the forbidden magic» quest that unlocks the sinister magic. Once those requirements have been met, a simple press of a button will allow Geralt to call forth whatever abomination he wants.
