In Suicide Squad: Kill the Justice League, Task Force X’s goal is stated explicitly in the subtitle. Harley Quinn, Deadshot, Captain Boomerang, and King Shark are tasked with taking out the Justice League, whether it is known that they are being mind-controlled by Brainiac or not. Few of the Justice League members have been revealed already, such as Superman, Wonder Woman, Flash, and Green Lantern, but it is possible that a few others are being kept secret as well.
Like other potential Justice League members that could appear in Suicide Squad: Kill the Justice League, it is also possible that the city of Metropolis will be teeming with other characters that Rocksteady has yet to reveal. Rocksteady’s Batman games were also saturated with deep-cut references that acknowledged the existence of other characters in the Arkhamverse. Rocksteady’s adoration for DC lore is demonstrated in the Arkhamverse, so it would be unsurprising to see more references or characters in Suicide Squad: Kill the Justice League’s Metropolis.

Because the Arkhamverse’s antagonists are based out of Arkham Asylum or at least Gotham City, it may be far-fetched to believe that any of Batman’s super-villains will make an appearance in Metropolis — unless there is a decent enough reason for them to be there.
In the events of Suicide Squad: Kill the Justice League, Metropolis is under siege by Brainiac, who has unleashed a seemingly infinite horde of purple aliens on the megalopolis.
