Steam is changing the way it does deals. But this is less of a threatening change and more of a change that benefits everyone by setting some clear ground rules.
Steam announced at the beginning of February that it would be shortening its required cooldown period between sales from six weeks to four weeks (or 28 days). They also mentioned that more changes would be announced later, and those changes can now be viewed on Steam's partner site.

The biggest and most notable change is the limits on how much or how little a discount can be. Starting March 28, 2022, the biggest discount you can offer on Steam will be 90%, while the smallest discount will be 10%. While this means you won't be able to find stupendous deals on Witcher 3 at 95% off, neither will unscrupulous devs won't be able to get their games listed in the deals section with a paltry 1% discount.
Prices of games cannot change when on a discount, and discounts can't last longer than two weeks or shorter than one day. Discount time frames will also apply to curated promotions such as Daily Deals, Midweek Madness, Weekend deals, and Publisher Weekends, but exceptions can be made for store-wide sales such as the Lunar New Year, Summer, Autumn, and Winter sales.
