Unlocking new weapons in Sniper Elite 5 will happen naturally by playing through the campaign. They're unlocked by completing missions, or by ticking names off of your kill list. To add attachments to those weapons, however, is a slightly more complicated process.

The core gameplay loop of Sniper Elite has traditionally been to infiltrate and take your target out, silently, and usually at extreme range if you can manage it. The fifth entry however puts a little more faith in the rest of your arsenal, it has enabled slow-motion kills for your secondary and tertiary weapons, meaning they're now just as satisfying to use as your rifle.
The humble workbench. Usually a means for creation, in this instance they enable you to tune your tools of destruction. They act as a sort of collectible; when interacted with they will unlock a group of attachments for your weapons. There are three workbenches per mission, with each one corresponding to a certain class of weapon (rifle, SMG, and pistol). You'll find that each mission has a certain theme with the attachments you unlock, some missions unlock rate of fire mods for a more gung-ho approach, while others unlock suppressors for the silent assassins inside you.
On the south-western part of the map you'll find a house near the beach. Climbing up the side of the building gives you access to the attic; you'll find Marcel, and opposite him is the first SMG workbench.
If you head towards the Chateau but go west just as you reach the front gate, you'll find a resistance safe house. You'll have to climb up more vines around the back of the building to access the roof area. Inside you'll find the second SMG Workbench.
