Returnal developer Housemarque has confirmed that it's working on a new IP.
Following Returnal's successful launch last year, there have been rumours regarding what Housemarque is working on next. The most prominent of these rumours was that Housemarque was working on an expansion or sequel for Returnal, but that looks like it's not the case at all.

As reported by IGN, Housemarque studio managing director Ilari Kuittinen was interviewed at the Dice Awards, where he talked about the studio's legacy with creating arcade games. Kuittinen also gave a hint as to what the team is currently working on, revealing that it's a brand new IP rather than a sequel to Returnal.
"We’re one of the very last dinosaurs making arcade games. Nex Machina, a few years ago, was very much a shoot-’em-up game in the style of the coin-ops from the ‘80s. That’s sort of a clue. But it’s interesting. We’ve been thinking about that. We had our stint working on multiplayer games, because a few years back it seemed like you needed to have some kind of multiplayer experience. We tried that, and we really didn’t do it as well. But it’s early days with us starting a new game, a new IP, concepting it out. We’ll see what comes with that."
This seems to debunk the rumour that Housemarque is working on more content for Returnal or developing a sequel to it, as Kuittinen clearly refers to the next project as both "a new game" and "a new IP". It also seems like it's in the early stages, as he says that the team is still working on concepts for the game.
