Pokemon has a weird thing with father figures, stemming all the way back to the release of the Pokemon anime and Ash Ketchum's constantly missing dad. Throughout most of the games, you only have your mother as a parental figure, as it seems like every main character's father just suddenly vanishes upon turning 10. Thankfully, other Pokemon characters have much more supportive father figures, including Penny from Pokemon Scarlet & Violet.
She regularly mentions her father throughout the game, thoroughly annoyed by his "ultra-mega-annoying dad talk" and clingy personality. Penny never lets slip who her dad actually is though, which prompted fans to go digging into her family line for potential characters who fit the bill. Pokemon Scarlet & Violet's recently released epilogue DLC has finally confirmed it outright though.
Having speculated that Penny actually comes from Galar and is just studying in Paldea, the prevailing fan theory was that Peony is her father, the younger brother of Chariman Rose from Pokemon Sword & Shield that players meet in the Crown Tundra DLC. He's very clingy with his daughter Peonia, and often calls his expeditions "adven-tours", something which Penny directly references in Scarlet & Violet's DLC epilogue.
This was first spotted by Twitter user SoulsSilverArt, who shares an image of Penny speaking on the phone with her dad, saying that the adventure she's on is "not gonna be an advent-tour" and that no one says that. She's right in that respect, as there's only one guy who has said that exact phrase in Pokemon's history, that being Peony.
