Before Pokemon Diamond/Pearl/Platinum, Togepi was a Normal-type Pokemon who had one evolution: Togetic. Unlike most Pokemon, Togepi evolves by having a strong bond with its trainer. With Diamond/Pearl/Platinum, Togepi could evolve even further into Togekiss. By Pokemon X/Y, the Togepi-line's Normal-typing was dropped for the Fairy-typing instead. This eliminated their weakness to Fighting-type Pokemon and made them super effective against Dragon-type while being weak to Poison and Steel-type moves. Togepi and its evolutions make a return in Pokemon Legends: Arceus with the same evolution methods they've had since the fourth generation.
Evolving Togepi in Pokemon Legends: Arceus can be time-consuming, but it's not too difficult. Togepi won't be readily available at the start of the game, and trainers will battle Volo's own Togepi before they can catch their own. Once they've made some progress in Pokemon Legends: Arceus' story, they can catch and evolve as many Togepi as they want.

After players have calmed the Noble Kleavor, they'll receive a Mission to go to the Crimson Mirelands. Near the Bogbound Camp is a section called Ursa's Ring. On the other side of the river next to Ursa's Ring is the Droning Meadow. To the north of Droning Meadow is Cottonsedge Prairie. Togepi can be found in the Cottonsedge Prairie.
It's impossible to cross the river without Basculegion, but some players have been able to cross the river by doing a running-leap with Wyrdeer.
