Despite the threats posed by other pirates, outlaws, and criminals in One Piece, the reality is that there is no more serious a danger to Monkey D. Luffy and his Straw Hat crew than the World Government. While the World Government are far from being the high-minded and respectable «protectors of the vulnerable» they present themselves as to the public, they do seem to be dedicated to the idea of ridding the world of pirates and other outlaws.
The World Government is, in essence, the supreme global political power. They control and administer every part of the world except for the seas, which are largely controlled by the pirates. Since pirates are a threat to the world's citizenry and, more importantly, to the World Government's authority, the government has dedicated a considerable amount of time, funds, personnel, and equipment to defeat the pirates once and for all. For most fans, even without appearing in every single chapter, the World Government is still considered the main villain of the story. Their threat to pirates is best illustrated by the fact that it was World Government who executed the one and only Pirate King Gol D. Roger.

However, in a short conversation between the Five Elders of the World Government, quietly dropped in amongst all the action of One Piece chapter 1044, there is a hint of an idea that the organization's «better dead than pirate» attitude is actually a sham.
