Pokémon Legends: Arceus took the series in a new direction, and part of that was apparently taking lame Pokémon and turning them into terrifying monsters. Many species were overlooked or underestimated by players in the past, but now it's coming back to bite them since some of the mildest-looking Pocket Monsters can spell the end for unwary players. Hisui is a dangerous and terrifying place for the unprepared, with danger in the form of electric squirrels and poisonous bugs around every turn.
Unlike most mainline games, Pokémon roam around in the overworld in Legends: Arceus. The only other mainline game to have this feature is Sword and Shield, and even then, wild Pokémon would only engage in a battle with Trainers' partners instead of immediately launching an attack on them like they do in Hisui. The recent Massive Mass Outbreak Pokémon in Legends: Arceus' Daybreak update only makes them that much more of a threat. Not every species will go for the throat right away, but some of the ones that do are Pokémon that haven't received a lot of love in the past.

Pokémon will react in one of three ways when approached by the player character in Legends: Arceus: fight, flight, or do nothing. Some are to be expected, like Bidoof standing still and Starly fleeing, but some Pokémon who choose to fight are rather unexpected. Some have even sparked a slew of memes due to their unexpected viciousness and the level of annoyance that they've garnered from players, while others have sparked a newfound fear in their hearts. If the people of Jubilife Village deal with them on a regular basis, then it's no wonder they're all so terrified of Pokémon.
