Freeside is one of the main places you visit in Fallout: New Vegas. And like pretty much everywhere in the wasteland, the slum has many problems. The Followers of the Apocalypse are at least trying to lend a hand, though. Yet, they can't do everything on their own, so you must help.

One opportunity to assist comes during the High Times side quest. In it, you're asked to help out two potentially useful people who are struggling with addiction. Your quest is to help both of them get clean, so they can continue making Freeside a better place. Here is everything you must do to complete the quest.
First, you must speak with Julie Farkas, who works in the Old Mormon Fort. The fort is within Freeside, near the north gate. Once you're inside, look for the woman with a large mohawk.
You must have a conversation with her, and these are the dialogue options you should choose:

After this conversation, the High Times quest will be on your Pip-Boy, and you'll be ready to help two addicts.
Before you can help the two guys, you must talk to them. Here's where to find them.
One of the addicts is called Bill Ronte, and you can find him in the other part of Freeside. He is sitting inside a ruined house, just down the street from the Atomic Wrangler. Talk to him to learn about his situation, particularly the issues his dealer is causing.
Jacob is located in the same part of town as the Old Mormon Fort. More specifically, he's held up in the ruined building directly across the street from Mick and Ralph's store. Speak with the man to discover that the dealer is called Dixon.
