Fortunately for user Natt42 over on Reddit, the player managed to acquire the Quantum X-01 by a chance encounter with a particular dedicated Operator who simply leaped through the display case and equipped the Quantum X-01.
Despite having not collected all the necessary Star Cores, Natt42 was able to kill their foe and claim the suit of Power Armor for themself, thus completely bypassing the core goal of the «Star Control» quest. While clearly a bug that likely left the mission incomplete, it's still fun to know that it's possible to gain the Quantum X-01 without acquiring every Star Core.
