Since Revives are relatively rare in comparison to items like PokeBalls and Potions in Pokemon Go, my best advice is to reserve your Revives for the hardest hitters on your team, when they happen to fall.
PokeBalls are necessary for everything you do in Pokemon Go. Since there are comparatively fewer battles than in mainline Pokemon games, Pokemon Go is much more dependent on PokeBalls.
