Doctor Strange in the Multiverse of Madness introduced America Chavez to the MCU, a near-guaranteed member of the Young Avengers, but it failed the setup of both the character and her future team. Chavez was introduced to the MCU, played by newcomer Xochitl Gomez, as an ally of Strange. Given Phase 4's obvious Young Avengers setups thus far, it wasn't a stretch to imagine Doctor Strange in the Multiverse of Madness laying some of the groundwork for the new team through Chavez's character.
Unfortunately, this wasn't the case. With Phase 4's overarching hook being the multiverse, and given the film's title, Doctor Strange in the Multiverse of Madness chose to focus on Chavez's multiverse-spanning origins. In the context of the film, this was the right choice and was also a logical one given the character's innate link to the multiverse.

That said, the film missed plenty of opportunities to use America's character in other ways. While the film is obviously focused on Doctor Strange, Marvel Studios have become almost experts at writing thoroughly compelling side characters, especially those that directly affect the plot of the film. However, Doctor Strange in the Multiverse of Madness failed both Chavez and her Young Avengers connections.
While the film goes out of its way to give the character a backstory worth caring for, involving America's mothers and her multiverse powers, Doctor Strange in the Multiverse of Madness still mishandles the character.
