This is a common issue, however, much to the relief of anybody feeling robbed, it's also very simple to fix.
The overwhelming number of gamers who suffer from this problem can fix it with just a few clicks from the log-in screen. The game will recommend a server to play on, but that server isn't necessarily the one that has the player's characters on it.

To find the server with the existing character, click on the name of the server under the title logo, then navigate to the correct region and server. Upon switching to this server, most players will see their existing characters looking back at them on the following screen.
For others, the fix may be a bit more complicated. If the two devices are on the same server but don't share the character, the issue is the log-in. Players must be logged in on the same account for both devices to use cross-progression, otherwise the game treats them as two different players with unique characters on the same server.
The issue is usually fixed immediately since the game's first question will be asking if there is another device used. However, if somehow this question was bypassed, it's not too late. Simply log into the game with the correct account
