All players have to do is boot up their game of choice, and then send an invitation to whoever they want to play with from their friends list. Unfortunately, many Xbox users are reporting issues seeing their friends list at all at the time of this writing.

The problems seem to have started a few hours ago and are ongoing, with Xbox Support acknowledging the issues and confirming that a fix is on the way.
