Obi-Wan Kenobi episode 3 saw the Jedi Master learn the Empire is kidnapping Force-sensitive children — and the reason is even darker than he would have suspected. The mastermind behind the fall of the Jedi and the rise of the Empire, Palpatine was a skilled manipulator who never did anything without a reason. During the Clone Wars, Anakin Skywalker stumbled upon a sinister Sith plot that was never fully explained — one in which Force-sensitive children were being kidnapped for unknown reasons. In fact, Darth Sidious was then having the infants taken to a Sith hideout on the planet Mustafar.
Star Wars tie-in novels have confirmed Palpatine resumed this practice even more openly during the Dark Times of the Empire's reign, with Darth Vader and his Inquisitors stealing children from Rim-worlds and even orphanages. They seem to have acted in secret, stealing just one child at a time so they could look like runaways. But Obi-Wan Kenobi episode 3 revealed rebels became aware of their activities, and helped spirit Force-sensitive Younglings to safety.

Palpatine's plan for these children was revealed in The Star Wars Book, which features contributions from Pablo Hidalgo, Dan Zehr, and Cole Horton. According to The Star Wars Book, Emperor Palpatine sought these children for "Project Harvester."
