The Dragon Ball anime has been in existence for over 35-years making one of the longest running anime popular with western audiences. With so many movies and specials released for the series throughout the years, some have fallen through the cracks being forgotten by fans over time.
Some of these specials never received English dubs and even more never received physical releases. With them being so hard to find except by the most die-hard fans, it's no surprise that most have forgotten they even existed at all.

Back in the 80s and 90s, several anime characters were recruited to help teach various safety concepts to children. With even Mario having his own safety-related anime, it comes as no surprise that Goku and the gang would be asked to do the same with how popular the series was.
The special does show a few cool fight scenes before Goku and the gang head to West City to attend Bulma's birthday party. Along the way, they meet a young boy who almost gets hits by a truck before Goku can save him and learn various bits of traffic safety as they try to get to Bulma's house while getting lost along the way.
Goku's Fire Brigade was another safety-focused special. The special starts with children playing wrecklessly with fireworks and almost lighting a trash can on fire before Goku comes to put it out. After that, they go to the sound of fire trucks and learn more about various ways that people who aren't safe with fire could potentially hurt themselves and others from the various Z Fighters.

The children learn their lesson and are even able to call firefighters in to save Bulma after her apartment catches on
