The 6-year debate over who won Captain America: Civil War is officially over, as Team Iron Man's fight against unregistered heroes is still in effect in Ms. Marvel. The Marvel Cinematic Universe changed drastically in 2016 when Iron Man (Robert Downey Jr.) and Captain America (Chris Evans) went to war over superhero registration. Captain America: Civil War brought the Sokovia Accords to the MCU, broke up the Avengers until Avengers: Endgame, and became one of the most influential movies on Marvel's future in the process.
Despite the gravity of the Avengers fighting each other as members of Team Iron Man (pro-Sokovia Accords) and Team Captain America (anti-Sokovia Accords), there has been an ongoing debate about which team really won. Team Iron Man's members were the only ones allowed to legally be superheroes afterward, but most of them are no longer part of the MCU's future. However, the lack of any real mention of the Sokovia Accords and a surprising amount of leeway for those who opposed it gave Team Cap supporters reason to feel like they actually won Captain America: Civil War.

The MCU has now subtly confirmed in Ms. Marvel that Team Iron Man won Captain America: Civil War. One of the big plot points of the Disney+ show is that the Department of Damage Control is going after Kamala Khan (Iman Vellani). After legally attacking Peter Parker in Spider-Man: No Way Home, Damage Control's return in Ms. Marvel indicates that their real goal is limiting the activity of unregistered superheroes.
