The clue for this satchel comes from the Haunted Azeroth: The Frightening and Bizarre blue post. The clue is the last image, which displays a ritual in the Blasted Lands.

Tenth Community Satchel

The tenth community satchel can be found by a similar ritual on top of a mountain just east of the Dark Portal in Blasted Lands. Use your Torch of Pyrreth on the ritual crystal to spawn the mound of dirt containing the satchel. This should be available on all Blasted Lands phases, but I picked up the toy on the WoD invasion phase.
