The latest Pokemon Scarlet and Violet leaks may reveal some Pokemon that will be returning in the new games, and some that won't be making the cut.
It was a huge controversy when Pokemon Sword and Shield abandoned the National Pokedex, as it meant that not every Pokemon could be featured in the games. It's likely that Pokemon Scarlet and Violet will skip the National Dex as well, which means that some Pokemon simply won't be featured in the new games. A recent post by CentroLeaks claims to reveal some of the Pokemon that fans apparently won't be able to catch in Pokemon Scarlet and Violet.

If the leaked information is to be believed, it seems as though Smeargle, Sharpedo, and the Generation 5 starter Pokemon won't be featured in Pokemon Scarlet and Violet. For those who may not recall, the Generation 5 starter Pokemon are Snivy, Tepig, and Oshawott. By extension, this means that Pokemon Scarlet and Violet fans shouldn't expect the evolved forms of those Pokemon to return in the new games either, assuming the leak is accurate. Pokemon fans should definitely take the information with a massive grain of salt as nothing official has been announced by Nintendo at the time of this writing.
