Torracat is a Raid Battle in Pokémon Go as part of Go Fest. Trainers looking to battle and capture one will need to defeat it in battle first. Recently, Pokémon Go hosted its annual Go Fest event. During which, Pokémon habitats are rotated, Shiny Odds are increased, and new Special Research quests are introduced. This was a premium event that cost $14.99 to purchase and features a special third day later this Summer.
The Pokémon Go Fest Finale will take place on Saturday, August 27th. Not much is known about how this day will be different from the ones before it, but Torracat is confirmed to make a reappearance. It's important to mention that Shiny Torracat is not currently available in the game. It's common for trainers to participate in Raid Battles in hopes of obtaining a Shiny Pokémon. It's presently not programmed into the game, but it will likely make its debut soon.

In order to defeat Torracat, Pokémon Go players will need to use Ground, Rock, or Water-type attacks. Torracat is a mono-Fire-type Pokémon, making it most susceptible to these types of attacks. Since this is just a Tier 3 Raid Battle, it is possible for trainers to defeat it with one or two other players. Trainers who are well above Level 40 in Pokémon Go can defeat Torracat on their own.
Currently, neither Litten, Popplio, nor Rowlet has their Shiny forms present in the game. They will likely debut in the future as part of a Community Day event or any other Alola-related celebration.
