The villain Overhaul's desire to rid the world of quirks in My Hero Academia is based on a dark theory that quirks are not a gift that bestows their possessors with superpowers, but rather the result of a disease that has spread throughout humanity. While it might be common for fans to believe that All For One is the most serious threat to the safety and security of the My Hero Academia universe, there are other villains such as Overhaul aka Kai Chisaki, who have proven to be every bit as malevolent and deadly as All Might’s old nemesis.
Unlike All For One, there’s a reasonable argument that Kai’s diabolical plans are actually in the public’s interest. Specifically, he wants to rid Japanese society of quirks and return humanity to the way it was before the spread of quirks when life, and crime, was much more manageable for criminals like him. Moreover, since Kai himself has a quirk, it would seem he is willing to sacrifice his own special powers for the greater good. Kai believes his plan will work in a manner that does not kill those who have quirks, but rather eliminate the ability of the quirk to function in the way they originally performed by giving superpowers to their possessor.
