Bungie has finally decided to overhaul the Destiny 2 PvP modes by implementing skill-based Matchmaking (SBMM) in Season 18. The implementation will be systemic as it will pick one PvP mode at a time to implement this new system.
Crucible and Gambit are the two PvP modes in Destiny 2. with the latter being PvPvE. Currently, the system used to find matches for players is called Connection-Based Matchmaking (CBMM), where a pool of players is selected based on the quality of their connections. SBMM will change this, but will still keep the fundamentals of CBMM intact.

In its latest blog post, Bungie explains how it defines the word "skill" when it comes to matchmaking. There are a number of factors like kills, deaths, captures, revives, etc. that influence it, and Bungie looks to match opponents fairly by taking everything into consideration. Additionally, it also has a confidence rating, with more games played means a higher confidence level for matchmaking.
Initially, a loose SBMM will be implemented in the Control playlist. The goal here is "Start with a broad definition of match fairness and compromise on matchmaking speed in order to keep match fairness and connection quality high”. This also implies that the matchmaking times will go up but Bungie already plans to tune that once it sees the initial reactions and results after SBMM actually goes live.
For now, Bungie looks to start implementing loose SBMM only in Control matches. Trials of Osiris, Elimination, and Glory playlists will still use their existing systems and will only get changes based on the results of changes made to Control.
