In an interview regarding the final episode of Kingdom Hearts Dark Road, Tetsuya Nomura has that Xehanort might return in future games in the series "if the opportunity arises".
Yesterday marked the release of the final episode of Kingdom Hearts Dark Road, finally wrapping up the story of Xehanort and Eraqus and giving us essential Kingdom Hearts lore like why Xehanort is bald. To celebrate the final episode, series creator Tetsuya Nomura answered several questions about Dark Road, Missing Link, and the future of the series as a whole.

As translated by RyuijiBlades for KH13, Nomura's answers spoke about a range of different Kingdom Hearts games, but mostly focused on Xehanort, which isn't too surprising considering he was the protagonist of Dark Road. At one point during the interview, Nomura is asked whether we'll see Xehanort again in the series considering the Dark Seeker saga has now concluded.
In response, Nomura said, "Just because the “Dark Seeker’s Saga” is now concluded does not necessarily mean Xehanort will never appear again in future titles. If the opportunity arises, then...".
This shouldn't be too surprising of an answer considering we've already seen Xehanort appear since his death in Kingdom Hearts 3, when he confronted Kairi within her own memories during Melody of Memory. Kingdom Hearts characters have a funny way of sticking around, and one as important to the overarching story as Xehanort is sure to make another appearance at some point.
