Warning! Spoilers ahead for Batman: Urban Legends #17
In the latest issue of Batman: Urban Legends, it's confirmed that Batman's villains will always beat the Flash's rogues' gallery. Thanks to a rare team-up between Captain Cold and Mister Freeze, the Scarlet Speedster's ice-themed foe discovers that Victor Fries is way worse and darker than he'll ever be. While Flash's rogues like to cause mayhem in Central City, Cold truly understands in this new issue that the Dark Knight's villains are of a whole different caliber.
Taking place early in the careers of both Batman and Flash, «Cold Shoulders» comes from Ryan Cady and Gleb Melnikov in the new Batman: Urban Legends #17. While past issues of the anthology series have featured short stories about Batman and his various allies such as Ace the Bat-Hound, this new issue focuses on some of the Dark Knight's first team-ups with Flash, Aquaman, and Black Adam. Now, this new story reveals the first time Captain Cold and Mister Freeze joined forces as ice-based foes.

Promising to upgrade Leonard Snart's cold gun in exchange for Cold's help with his cryogenically frozen wife Nora, Mister Freeze is as desperate as ever in his new gambit that's brought Batman and Flash together. Furthermore, Snart eventually realizes that he's way in over his head after witnessing Freeze's instability. Case in point, Cold's pretty surprised that Freeze would relish the chance to kill Batman (especially with Cold confirming he'd never try to murder the Flash).
