A Batwoman season 3 episode confirms that Harley Quinn exists in the post-Crisis Arrowverse. The episode also details that Harley was once Dr. Harleen Quinzel, and that she previously worked at Arkham Asylum. This is an important distinction, as earlier Arrowverse series had made reference to Harley Quinn, but there was nothing to suggest she had a background similar to the DCEU version of Harley Quinn. There have also been other versions of the character, such as Marian Drews in the comic Batman: White Knight.
One plotline in Batwoman season 3, episode 11, «Broken Toys» tasked Alice and Dr. Mary Hamilton with tracking down Kiki Roulette, an ex-con who had once served the Joker as his chief toymaker. Roulette had designed a special joy-buzzer for Joker, which unleashed a charge that, when applied to the head, could cause a person to become as crazy and unemphatic as the Joker himself. He unleashed this weapon once on a young Marquis Jet, who later set himself up as the new Joker to Ryan Wilder's Batwoman. It was hoped that a second shock might undo the damage, prompting the search for Kiki Roulette so she could fix the joy-buzzer.
