Not all of the jokes are thinly veiled sexual innuendos. In fact, most of the jokes slipped into the movie for the entertainment of adults who were dragged to the cinema by their kids are drug-based. If you have watched more than 30 seconds of a Scooby-Doo cartoon, you will know the intended implication was that Shaggy is probably a keen cannabis user. He's an often glazed-over guy who always has the munchies and his best friend is a talking dog.
Those elements were not glossed over in the movie. As the Twitter thread above highlights, they were honed in on for the sake of adult movie-goers' entertainment. Shaggy jokes with Scooby about being toasted, and his love interest in the movie is called Mary Jane. There's even a scene where she sprays him with green mist, making him feel high.
