The War Within is bringing several user interface and accessibility updates, including a new feature intended to reduce camera collision and no longer awkwardly zoom in or out!
The somewhat vaguely worded note in this week's Beta Development Notes is actually very simple — it stops the camera from suddenly zooming in and out upon colliding with every lamppost, rock, tree, pillar, banner, tapestry, or other small environmental set piece!
This is how the camera normally works, with the setting turned off (0).

Still a work in progress, the feature may not be perfect for everyone, as the environmental will still block the camera's view of your character instead of turning the obstruction see through. However, it does appear to eliminate most of the jarring collision which causes the camera to suddenly zoom in and out as it passes obstructions, with a few limitations:
Despite these limitations, this is still a major improvement for both PvE and PvP players who have experienced the jarring sensation of the camera suddenly shifting upon colliding with a hanging banner or other extraneous piece of environment.
Even a simple lamppost would previously cause the camera to zoom inward.
