Blizzard has announced the current Tormented Hero title cutoff for February 14th, 2022 on both NA and EU Regions. The will be awarded to the top 0.1% of players in Shadowlands Season 2.

The Mythic+ season will end on February 22nd with regional maintenance, so you have this week to push for the title and this announcement should give you a relative idea of where you need to be. Blizzard will continue to update this post in the future.
