When Iron Man was incapacitated by a Skrull virus during Secret Invasion, he revealed to James Rhodes that War Machine was his last-ditch plan to protect the world from alien invasion. While Earth’s heroes were fending off the Skrulls, Rhodey got a secret message from Iron Man himself with special coordinates. Traveling into space, he learned that the new director of SHIELD’s paranoia and desire to protect the planet from unexpected extraterrestrial attack had led him to create a secret satellite base which was actually a gigantic War Machine suit.
After steadily eroding the trust between key members of Marvel's superhuman community, the shapeshifting Skrulls lured the Avengers to the Savage Land, where they then released a computer virus within Tony Stark’s technology. While all of StarkTech worldwide was going haywire — which included SHIELD helicarriers, superhuman prisons, and other Iron Man fail-safes — War Machine received a message from Tony recorded for such an eventuality. In it, Tony instructed Rhodey to drop whatever he was doing and follow coordinates sent to his suit, saying it was his responsibility to protect the Earth now. After narrowly evading a Skrull ship sent to incapacitate him, War Machine discovered a gigantic and heavily armed satellite.

In Iron Man: Director of Shield #33-34 by Christos N. Gage, Sean Chen, and Sandu Florea, Rhodey meets with Suzi Endo (the techno-superhero Cybermancer) who has received a similar message from Tony. Another pre-recorded message states that Iron Man built this cloaked satellite when he first became Director of SHIELD following Civil War, considering it a fail-safe in case the worst should happen.
