The Kindred of Rot's Exultation is a Talisman in Elden Ring that boosts one's attack power by 20% for a 20-second duration when a nearby entity is inflicted with Poison or Scarlet Rot. The Mushroom Crown, which also has a passive with the same effect, can be stacked with the Talisman's buff to boost its wearer's damage output by 30%. Furthermore, the Kindred of Rot's Exultation can be paired with the Lord of Blood's Exultation. In other words, if an enemy target has been successfully inflicted with Poison or Rot and Bleed buildup, the user could potentially have a 50% increase in attack power.
However, the main drawback of using the Kindred of Rot's Exultation is that Tarnished must be moderately close to their target for the buff to proc. Naturally, this weakness would largely depend on the player's build and playstyle. While the Talisman's damage buff is applied to ranged attacks such as Spells, staying too far from an opponent would render the effect ineffective.
