There are a number of NPC questlines in Elden Ring whose directions and objectives are obscured by the purposefully ambiguous narrative style of the game. Edgar, the Commander of Castle Morne in the Weeping Peninsula, is a character whose quest can be started and completed before beating a single Great Rune holder, if you know where to go. Of all the questlines in Elden Ring, though, this one is among the most heart-breaking.
Irina is a Maiden that players can find near the Bridge of Sacrifices in the Weeping Peninsula (south of Limgrave main). Irina sits near a totally ruined carriage and a small army of soldiers who likely died defending her.
Irina tells the Tarnished about the uprising at Castle Morne and why she left, leaving her father Edgar in command of a small contingent of soldiers as Morne's last line of defense against the Demi-Human invasion force. Irina asks the player to give her father a letter that confirms her survival after the near-total annihilation of the Castle and surrounding areas.
Edgar can be found on the very top of Castle Morne, sitting on a tower overlooking a small skirmish between Godrick Soldiers and Demi-Humans below. When you get to Castle Morne, head behind the Demi-Human bonfire to find a ladder leading upwards. Ascend the castle until you reach the very top – Edgar is found on a tower over the main entrance of the Castle.
