Bungie has released the patch notes for Destiny 2 update 4.0.0.1, and despite that number possibly sounding like a minor hotfix, it's in fact a massive one--with an extensive list of changes to match. This update is out now and, once server maintenance ends, will coincide with the launch of both The Witch Queen expansion and Season of the Risen. Update 4.0.0.1's tweaks are wide-ranging and include both things we know about, such as changes to Gambit and the introduction of Void 3.0, and more granular changes that may or may not have been hinted at by Bungie over the last few months.
Among the many changes include how finishers work. You would previously be prevented from using them if you had a mod equipped that provided some additional benefit to finishers but required Super energy. Now, even if you don't have enough Super energy, you can still use a finisher--you just won't get that additional effect. Bungie explains this is due to the fact that finishers are required to deal with Lucent Hive Ghosts, so preventing access to finishers would be a major impediment.
