Though the Batman: Arkham series hid him in plain sight, the games never used the beloved character from the The New Batman Adventures known as Creeper. Creeper is the alternate identity of the journalist turned television reporter Jack Ryder, who is seen all over the Arkham series and is even known to be the Creeper by Batman according to his psychological profile. Despite this, Creeper does not make an appearance in any of the Batman: Arkham games.
Creeper's absence may have to do with his colorful personality. In the The New Batman Adventures episode «Beware the Creeper,» Jack Ryder takes on his alternate identity when Joker pushes him into the same vat of chemicals that had originally turned him into the Joker. Jack Ryder thus turned into a powerful (yet manic and colorful) version of himself who, instead of wanting to hunt Batman like the Joker intended, wanted to become a crime fighter and get revenge on the Joker. By the end of the episode, he successfully does this, but only because the Joker finds him too over-the-top even for his taste.

Though it is Creeper's eccentricities that made him a fan favorite, his bright character may have seemed foreign in the serious tone of the series, with only Batman: Arkham Knight's Riddlercomparing. Between his bright yellow skin, his red fur cape, and his black and green underwear, his design in the cold, rainy worlds of Rocksteady Studio's games may not have made any sense. But the fact is that Creeper's identity still exists in those games, meaning there could have been some initial plan to do something with him.
