Lucasfilm released a first trailer look at Andor at Star Wars Celebration 2022, a series that will tell the backstory of Rebel agent Cassian Andor (Diego Luna), who would ultimately give his life retrieving the Death Star plans in Rogue One: A Star Wars Story. The teaser trailer suggests the show will show Andor's perspective on the early Rebel Alliance, with Genevieve O'Reilly reprising the role of Senator Mon Mothma, a major figure in the Rebellion. This teases a subplot that could potentially shine a light on Palpatine's own actions in the Dark Times, even featuring a possible cameo by the Emperor himself.

Palpatine chose not to disband the Empire at the end of Star Wars: Episode III — Revenge of the Sith, aware it would be difficult to manage a galaxy without a bureaucracy.
