The Sudowoodo that the player needs to defeat in Pokémon Gold and Silvercan be blown away with a single attack, so long as the player isn't concerned about catching one for their Pokédex. Sudowoodo was a new Johto Pokémon to catch first introduced in Gen II, with its gimmick and name alluding to the fact that it's a Rock-type Pokémon that resembles a Grass-type Pokémon. This was meant to be a trap for players, who mistook it for a Grass-type Pokémon so that they would use moves that are ineffective against it.
The Pokémon series is notorious for gating player progression behind NPCs, forcing them to follow a specific route through the story. This has sometimes been done with Pokémon that act as barriers, with the most famous being Snorlax in Pokémon Red and Blue. Snorlax was so big that it couldn't be bypassed without waking it up using a Poké Flute, ensuring that the player completes the quest in Lavender Town to acquire one. Once the Snorlax was awake in Pokémon Red and Blue, the player could attempt to catch the Pokémon, but defeating it would also result in it disappearing from the overworld.

Pokémon Gold and Silver tried repeating the Snorlax trick with Sudowoodo, as it took on the role of the barrier Pokémon that forced the player to complete certain tasks before they could continue the story. The player couldn't move freely through Route 30 without defeating the Sudowoodo that was blocking the path.
