Shin Megami Tensei 5’s third area, Chiyoda, is where the mid-game experience starts. Demons and bosses are more dangerous, with Punishing Foes are starting to skyrocket in level and difficulty too.

Killing them is worth it, of course. Each one will grant a hefty chunk of EXP, and some even progress Side Quests which come with even greater rewards. These are no pushovers, however, so you will need to go in prepared.
Chiyoda has SIX Punishing Foes roaming its wilderness. They vary in strength, but each of them should be considered to be on par with a mini-boss. You will likely have to come back at a later date to tackle the strongest of the bunch.
Horus is one of the more striking Punishing Foes to roam the wild. Abandoning the notion that Punishing Foes must be massive, Horus is instead a golden streak in the sky that circles Chiyoda and can be accessed by going northeast of the Akihabara Leyline. Horus is also part of the 'Falcon's Head' side quest.
Horus is jam-packed with Light-based spells and Potentials. His move pool also packs Physical and Almighty skills, but Light is where his main strengths lie. Horus can get tricky if he starts stacking Evasion buffs and Accuracy debuffs. This can make Horus incredibly difficult to kill. Be prepared to cast counter buffs/debuffs.
Defeating Horus isn’t too difficult if you know what to expect. He is weak to both Force and Dark, and if you have something like Anubis or Alice leading the charge, you really shouldn’t have an issue taking him out. Just remember to avoid any demons weak to Light, as it could lead to an insta-kill.
