Pokemon Legends: Arceus launched last month and may well have changed the way we play Pokemon games forever. 6.5 million copies sold in its first week would certainly suggest Nintendo and Game Freak will be keen to keep riding this wave. The game is far from perfect though, and as is the case for almost all games nowadays, Game Freak is fixing and tweaking it from afar via patches and updates.
Although updates are supposed to fix problems with a game, they can occasionally create new ones. Legends: Arceus's 1.0.2 update appears to have done exactly that. The patch has been live for more than a week, but the problem isn't an apparent one right off the bat, but it is one that is easy to fall foul of and has been affecting a lot of trainers.

It comes in the game's post-game when you are tasked with catching Cresselia. Cogita tasks you with completing the quest, which is why it isn't obvious in the slightest that you need to speak to Melli before completing it. If you do storm in and battle and catch Cresselia without first speaking to Melli, she will assume you haven't actually completed the quest. In turn, that will prevent you from ever encountering Arceus, the Pokemon you need to catch to complete the game.
YouTuber SpecialSeer is one of the players who has fallen foul of being softlocked by the Cresselia issue. They show that even though Cresselia is in their party, when talking to Melli she still wants them to go and catch the legendary Pokemon, but it isn't there.
