The good news is, Safehouses can be unlocked by simply driving past them. After you have successfully completed the tutorial and unlocked the Hideout, you will have the opportunity to enter the Free Roam mode, at which point you'll want to tour Palm City and unearth the 13 available Safehouses.
There are 13 Safehouses to find in Need for Speed: Heat, many of which can be unlocked by simply driving to them and entering their garages. To uncover every Safehouse in Palm City, you will need to complete a full tour of the fictionalized Miami, Florida.
