Harley Quinn in the game is categorized under the assassin character. Although such a classification might break the fanbase into two, there are still things in the game that make her the whacky comic book character that she has always been known for.
Just like any other characters in the game, Harley Quinn gets her first perk at Mastery Level 2 and her last one at Mastery Level 13.

Although most players find this to be the sweet spot, players can feel free to explore and experiment with the combos to find the right one for their play style.
