Goofy very much enjoys fishing, it's what he does most of the time that he's wandering around the Valley. You'll have to talk to him to get the fishing rod. The fishing rod is one of the Royal Tools that you'll have to collect but in order to get it you'll have to find Goofy's lucky fishing rod first.
Goofy's lucky fishing rod can be found south of Goofy's stall, right next to the path that leads to the small pond. Pick it up and bring it to Goofy. Although it appears to be broken, he'll notice that it's simply jammed up with seaweed.
Since he's got his lucky fishing rod back, he won't need the one that he found anymore - so, he'll give it to you. This is the fishing rod that belonged to the Old Ruler.
