Weird West really lives up to its name during some of the game's side quests as things get a little bizarre. This is particularly clear during the Crime And Punishment quest. In it, you find a talking statuette. Its ability to speak comes from the fact there's a person's soul inside it. This was the result of a curse.

Naturally, the guy wants your help to undo the curse and let him return to his original form. As you're just a simple Bounty Hunter during this part of the game, you can't do it on your own. Instead, you have to find some assistance. This is how you do that and complete the rest of the quest.
To trigger this quest, you first need to find the statuette. Because of the randomized nature of this game, it can be in many places.
When you locate the guy, converse with him to learn about how he was once a living being before he was cursed. Naturally, he wants to go back to his original form, so agree to help him out.

At this point, the game no longer gives you a marker to follow. The only thing you know is that you must find an Oneirist. It just so happens that there's an Oneirist Temple on the east side of the World Map called Somnolence.
Head there and talk to the Oneirists. Initiates won't be able to help you, but any Dreamspinner will be able to lend a hand. Yet, they're hesitant to free the spirit as they believe him to be a monster.
They even suggest destroying the statuette instead of bringing the guy back. You can reveal whether you're leaning towards freeing or killing the person, but you don't make the decision yet. Regardless of your plan, you must acquire seven pieces of Dreamer's Vervain first.
